Mr. Handelman, an attorney, advises commercial buildings, manufacturers, hospitals and governmental agencies about energy supply and utility rate structures. He first began working on energy issues in the 1980s at the Cook County State's Attorney's Office with Patrick Giordano and has broad experience negotiating energy contracts.
